Role Summary/Purpose
Lead Project Scheduler ensures correct issuance of the baseline Master Time Schedules(MTS)at Project Start-up. Is responsible to provide all status updates, forecasting, progress measurement, reporting, and analysis through Project Execution. Drives the Project Team and Senior Management on the projects to timely completion, by identifying schedule risks and opportunities early-on, and developing mitigation plans. Ensures GE’s processes, operating rhythm,QC are strictly adhered to.
Essential Responsibilities
During the Execution phase, he is assigned to a complex project to support the Project Director and Project Team in all project planning matters
Works closely with the Tender Planner to understand all tender assumptions in developing the MTS, including any commercial and contractual requirements necessary for claims, payments, subcontracts, orders, etc.
Develops the MTS as the integrated EPC (Engineering, Procurement, and Construction) project control schedule, based on contract scope requirements, in co-operation with all involved scope owner parties, to establish optimal work sequences
Ensures that the contractual and key internal milestones are appropriately shown in the MTS, including payment and revenue milestones, client interfaces, design freeze, document turnover (DTO), civil turnover to erection (CTO), material handover (MHO) and system turnover packages (TOP)
Obtains the internal and external participants commitment on a common Target Schedule and secures the MTS frozen Acceptance Certificate signed by all relevant participants
Updates the MTS and prepares all Project Planning Reporting on a monthly/weekly basis, highlighting critical areas to the Project Director and Project Team. Prepares the Project Reviews and other input for Senior Management, the Project Management Office, and QEHS
Develops, updates, and delivers the Client Schedule and Client Monthly Report
Participates in Client meetings on planning, scheduling, and progress matters
Implements internal and external Planning reporting procedures, and ensures that the project team, partners, and customer, understand and adhere to their reporting requirements
Implements a harmonized Progress Reporting System to provide the Owner, Project Team, and Senior Management, accurate progress status and forecasts
Ensures timely and accurate schedule forecasting, and identifies schedule risk and opportunities. Advises the project team, and works closely with them to develop corrective action plans
Proactively manages internal and external project activities by closely monitoring the critical paths and the project float
Oversees and works closely with all participating Planners (Site Planner, Thermal Products, Consortium Partner) to monitor and consolidate their scopes, progress, and status into the MTS, and manages any interfaces issue that may arise.
Regularly reviews and monitors project progress by checking the Plant- PDM, supplier monitoring reports, transport arrival on site, site progress for civil, erection and commissioning, and the participant’s progress.
Ensures quality of the schedule for coding in line with Business and Sector procedures
Supports all claim preparation with detailed schedules and analysis to substantiate the case
Provides the monthly forecast and achievement of all Payment milestones
Provides the monthly forecast and achievement of IFRS milestones to the Project Controller, for revenue recognition
Supervises, supports and coaches the supporting Project Planners
Leads Project Planning meetings in the home offices or at site as required.
Provides practical feedback to improve the Standard MTS
Coordinates all scope owners towards an agreed MTS in line with contract requirements
Establishes and conducts progress monitoring meetings with all project participants
Coordinates the Project Consortium Planning Team, Site Scheduler, and Construction and Thermal Products Planners
Participates in all negotiations affecting the MTS and Contract Schedule
Represents the project toward the Customer on planning matters
Qualifications/Requirements
Certified Engineer or Bachelor’s Degree
Minimum 7 years hands-on experience with Primavera Project Planner and similar software
Planning experience of at least 3 fully executed projects including significant site presence
Fluency in Traditional Mandarin-written & spoken
Desired Characteristics
Extensive knowledge of Power Plant principles and complex projects experience
Strong ability in the use of spreadsheet, database and presentation software
Planning, organizing and coordinating skills
Resource management and coaching skills
Fluency in written and spoken English
